Nambucca Council – Scotts Head Masterplan
Where we’re up to
We’re starting the second phase of community consultation for the Scotts Head Master Plan. The project’s Background Paper(PDF, 6MB) shares the outcomes of the initial project stages and explains how and why aspects of the master plan elements are proposed.
The Background Paper and an associated online survey will be available and open for community feedback until 11 July 2026. The options and concepts contained in the Background Paper are not set in stone and this stage the second phase of community consultation will test these outcomes and establish the highest priorities for the community.
After reading the Background Paper, we encourage you to complete the survey or attend the in-person drop in event on Saturday 27 June. We’ll be set up again in the Rec Hut at Scotts Head from 10am to 1pm.
About the Project
The Scotts Head Masterplan aims to promote an integrated and coordinated management strategy that enables stakeholders to work together to improve their public spaces and foreshores. A key outcome of the masterplan will be to identify what is currently working well, highlight areas of concern, and propose practical solutions to improve overall land management at Scotts Head.
In December 2025, Nambucca Valley Council kicked off the master plan project by inviting expressions of interest to the project reference group. The group has now met and the process is underway.Â
There will be three phases of community consultation on the plan:
We’re starting the second phase of community consultation will occur from June-July, where different parts of the draft master plan will start to take shape.Â
The final community consultation phase will be when the draft master plan is reported to Council, which is expected to occur at the 28 October 2026 Ordinary Meeting of Council, at this stage. Should Council resolve to exhibit the plan, the second in-depth round of community consultation and formal submissions to the plan will occur in October-November 2026.
